What is the oldest child this might be good for?

It was designed especially with 3 - 8 year olds in mind, in terms of the math content they're ready for and need to know for school. However, a few of the puzzles and more advanced games can be played with older kids too, including teenagers or even adults. Because you can create new games with the deck, there are a lot of more open possibilities for older kids. For example, here's a Youtube video of a student who extended and then solved a puzzle from the deck. https://www.youtube.com/watch?v=5ymXjla3C7w

What is the highest number is goes up to? 20?

The highest card is 10. There are six suits, which each go from 0 to 10. However, there are games you can play that involve multiple cards, which means the sums of numbers can go higher into the double digits.

What are the types of math games that are to be played?

There are "war" type games, "concentration" type matching games, and others. Some are variations on classics you might play with standard card decks (go fish, 21), and others are less well-known. You can see some videos of the games being played at the link below, and also download the full rules. There are 16 games, and the rules for each are very short. http://tinypolkadot.com/learn-to-play/

What is the highest number the cards go up to? 10 or 20?

Up to 10. There are 11 cards in each color, 0 to 10 inclusive.
